First, there is not much that is prescribed by Scrum - let alone a software practice like testing, as Scrum isn't a software development process, it's a project management method.
Second, as far as I can tell, there are no phases in Scrum.
The soul is dyed the color of its thoughts. Think only on those things that are in line with your principles and can bear the light of day. The content of your character is your choice. Day by day, what you do is who you become. Your integrity is your destiny - it is the light that guides your way. - Heraclitus

Is Agile Testing a testing model or practice that would be prescribed for Scrum during all phases of development ?
Scrum teams need to include all the necessary testing expertise. Scrum teams need to figure out how they are going to gather requirements and make sure they deliver the right functionality. To me, that's going to require some agile testing. Testing and coding are part of one process in agile development, IMO. It's a challenge for the whole team.
