XML Schema assert

Has anyone used the xsd:assert feature while defining XML schema?
It is introduced in 1.1 version of W3C standards.
I have wriiten a xsd file with some constraints on elements - i.e. an element exists only if another exists [dependency]. Tried this with 'assert' but the tag is not getting recognized at all.

Any pointers and help would be appreciated.
