It sounds like you are looking for
loop-based software, in which music is composed by assembling pieces of different audio "loops" or samples instead of mixing long, individual tracks.
On Windows machines, I've used Sony's
ACID Pro. A free, 10-track version called ACID XPress is available for download, so you can try it first.
On Macs, GarageBand is a monster application for loops, real instruments, and software instruments. It comes as part of iLife, which is ready to go on new Macs. This is what I'm using now.
