Taglib to resize images keeping scale

Hi,

If I get an image from the web, of any size, place it in a link in my page but want to shrink it down to a maximum size and keep its perspective what is the best way?

I have searched for taglibs to do this and found something in the apache taglibs but that is deprecated and also found..

But the last version was in 2003.

I must me missing something? Can anyone help,
