Declaration <%! %>
Scripplets <% %>

where do these things go?

i mean whether it goes to the init() service() or Destroy()

Those aren't tags, they are scriptlets. At this point, they should no longer be used in JSP pages.

The best way to answer your question though, is to write a sample JSP and look at the resulting servlet that the container generates on its behalf.
