Doubts regarding <locale-config> tag in JSF.

I am very much confused the way system choose the appropriate locale from faces-config.
Suppose for example i have a code
and three message file with appropriate name. I want to know the way by which the application decides appropriate locale .Does ordering of <supported-locale> play in role? Does the system local language or regional location affect anything?
