How to make managed servers start in production mode

My domain is configured to run in production mode. All managed servers start in production mode when admin server in running. But when I start managed servers in MSI mode, the servers start in Development mode.
Can I make the managed servers run in production mode in MSI state?
How ever if I do the same thing in weblogic 10, my managed servers run in prod mode when then are in MSI state.
