IE not taking   characters

Hi Folks,
I have a peculiar problem with IE7.(Am least bothered of IE6). I have 2 select drop-down boxes.


Whenever, a MAKE is selected, the MODEL gets populated with the associated models from the database. If there are no models found, I would like to add a blank option to the MODEL drop-down

Here is my javascript code; This gets executed, after the MODELs drop-down is filled from the database:


This works well in FF as


but IE7 behaves wierd. It displays something like this


Its not treating nbsp; as blank spaces but just rendering them as text. How do I solve this? I appreciate your help...
