how to build a template ?

say, we have lots of different museum. Each museum has its own content on its website, like about us, service... but the page html is same based on a template. How to achieve this ?

On my research, it will use xsl template. Allow each museum upload its own content, then convert it into an xml file. then use xslt to render xml data into html page.

is it correct ? or have some better solution ? do we need CMS (content management system) ? if yes, which role will CMS play ?

CMS could be one of the solution for this kind of designs. For example Joomla, which is a CMS takes the users input content and displays in the same format. It has predefined templates.
The user just needs to give the names for the corresponding content and enter their content.
