Limiting sokcet bandwidth

Hi,
Is there any solution to limit the bandwidth(especially the outgoing) of a Socket? My first idea is to use udp protocol and implement the tcp communication based on that and then I can build in a bandwidth limit functionality. My second idea is to override some part of the socket class to achieve my goal. Are there any other possibilities? Which way should I go?
