how could one design any dynamic sort of application in which vehicles like cars , lorries , scooters , bikes etc. are moving all along a road in java. is it easier through netbeans?

Netbeans is an IDE so you can't really compare it to Java in terms of ease of use. Are you actually writing something in Java or are you trying to pick a language that is good for game design?... your question is to vague.

I agree vague question.
You could chose to show cars etc moving down a road in a 3D graphics package, one like trueSpace, will even allow you to script the animation thus making it in to a "game"
Don't get me started about those stupid light bulbs.
