missing hibernate.cfg.xml?

Is there any situation in which it would be normal for this file to be missing?
I have never used Hibernate before and the role I was just assigned to is having an issue where, in a clustered environment, duplicate messages are being sent. It's not occurring when there's just using one server.
They believe this might have something to do with the optimistic locking not working correctly.
I started out looking for an easy solution and haven't been able to located the .cfg.xml. Would the application compile and build without this? I couldn't find a hibernate.properties, either.

If the application is using Spring Framework, then the whole configuration could be in a spring configuration file instead.
