Take a look at JasperReports over at JasperForge.org.

Question : are you looking out for external tools or are you asking for ideas to generate it on your own ?

If you are refering to the contents of the reports,
then thats a place where your client comes in picture,
ask client what he wants to see on the output,
how does he want to see the columns, what text he wants

eg: a client may want a another may want to have that configurable.
someone may want at the bottom of some reports, etc.

The screen design would probably show the user something similar to "print preview" in MS word.

What do you have so far? Does JasperReports meet the requirements? There's also a visual report designer for Jasper called iReports.
