That seems unlikely, doesn't it? The video quality is too poor for me to make out what's really going on here, but I'm pretty confident it's been staged one way or another.

There is a transition before the things happen and after the girl lays down. Trick can be there.
And the second possibility: the girl lays down does not have legs. But i can't explain the bottom part in that case
It looks way too much like she is a plant. The magician get a volunteer but then changes his mind because she is too short? And then picks this person without asking for another volunteer?
This is definitely two people, the person on the top is likely a dwarf, the person on the bottom can be a midget or dwarf. (It does sound non-PC, but I believe that I am using the correct terms here)

Jame Randi, my personal hero, has commented on this exact video. While he does not give any secrets away, he does state that EVERYTHING in this video is done intentionally. That means that Mr. Angel did indeed select the first volunteer knowing she would 'not work' for the trick. It's all part of the mis-direction magicians use to fool you into believing it is spontaneous.
I don't thing the woman on top is a dwarf, I thin she's an amputee. Her arms are too long for a dwarf.
Never ascribe to malice that which can be adequately explained by stupidity.
