can any one tell me how to implement tcng (Traffic Control Next Generation) with HTB (Hierarchical Token Bucket) in Java?which particular class or API is used for that?

Wow, learn something new every day here at the ranch.

A google search for "Traffic Control Next Generation" turned up a several years old sourceforge project and a few miscellaneous bits.

What are you starting with? The sourceforge C code or what?

Java may be too high a level language to handle all of this, but you can link Java to C code.

well my company is having software for bandwidth management and firewall management
it was developed on linux and that person has used HTB and IPTABLES and all such things
and I have to develop the same functionalities on windows using java
so thought to ask you genius people like is there functions or API in Java to have same functionality??
