url tag more parameters

I have some problem with setting parameters:

<s:url action="xxx!deleteRole" id="url" includeParams="all" >
<s:param name="b" value="%{resource.id}" />
<s:param name="a" value="%{'22'}"/>

in ProjectAction.java, there I have

private String a;
private String b;

(with getters, setters)

I am unsuccessful in getting parameters. By this way, I can see only string link with filled parameters during move mouse over link in status web browser.
But parameters aren't set.

I don't know where I make mistake.
Probably, the problem is somewhere in includeParams. I cannot transfer more then one get parameter. (I have tried "all", "get", "none" and always only one has been transfered - only the first.)

Do you have any idea ?
