How to Avoid directives redundancy

Hi,

Is there a way to avoid putting the struts/JSTL directives in every JSP page even when there are includes or tiles that defines them ?I mean, if I have a "header.jsp" that has these directives, why do I have to declare them in every page ?
In case of using Tiles, having a "mainLayout" with these directives.

Is there a way to avoid this ?
