Menus can be defined in an XML file and displayed through the use of JSP tags.

I tried struts-menu. But it doesn't work well with Spring MVC

Any idea?

What about just using CSS. Most menus I have seen just use CSS to define the menu. But don't trust me completely on this solution.

From the project website, Struts menu 2.3+ can be used with Spring Web MVC.
