How to reinvent Instant Messenger with Video?

What is the name of the API for capturing video from a web cam and sending to an applet or webstart application that will display it remotely? I want to reinvent some video surveillance software that will display on (user's choice of) a web page and swing application.

There's the Java Media Framework, but I haven't used it myself, so I don't know if you can use it to capture video from a webcam.

Multi-media is one of the things for which Java traditionally has not been very strong.
