Algorithm to compare two JPEGs...

I want to compare* two images, in Java code. The only way i can think of, is take every pixel of an image and compare its value to the one from the other. I have a few questions though.

1. Is there some better way of doing this(already)?
2. Should this routine be written in Java Or would I be better off writing this in C and then calling native code from Java?

Please help.

*[by compare, i mean, to check if a human will see the two images as different/same]

Image Comparision is not as simple as i first thought..
 
With a little knowledge, a cast iron skillet is non-stick and lasts a lifetime.
