I'm not sure what the TLD file has to do with loading data from the database.
A good place to start when thinking about performance is our Performance FAQ

Are you asking about *tag* performance?

Yes, i am using tag library for loading the data in UI. Its taking around 8 to 10 mins to load 1000 records in the UI

You're showing a thousand records on a single page?!

In any case, it's tough to help without seeing the loop. Anything that loads a thousand records is going to generate a fair-sized chunk of HTML; depending on the HTML contents it could be browser-related. Have you tried with different browsers?

If this was my problem I would do some timing tests of the database retrieval step without any rendering.

And check the size of the generated page to see how long it would take to download over your internet connection.
