I have the following for a Submit button,
<s:submit theme="ajax" disabled="true" name="Save" notifyTopics="/mandatoryCheckAndSave" id="saveButton" disabled="true" key="common.save" ></s:submit>
On load of the page, the button is not in disabled mode, but however when I remove or change theme="ajax", it works. Any reason?

not sure. I've always place the ajax theme in the header tag...
have you tried that?
