As such no official certificaition for design patterns .
for uml check omg and ibm certs. good luck

I do not advice going for any IBM Certification as their exams are not at all of reputation and not at all proof of efficiency and knowledge as it is the case in Java Certificates.

Please check OMG UML certification site http://www.omg.org/uml-certification/index.htm
IBM Certifications are worth only for the IBM Products like MQSeries, Message Broker, DB2 etc
IBM SOA Solution designer certification is also very good in terms of the course objectives
