Build a small web site for a music teacher

My son's violin teacher asked me to help her to build a small website that she can manage the students' schedule and communicate with students' parents better. The teacher wants that she and all of her students have an account to login and she can control all the students' accounts. She wants to be able to upload music materials for students to download. She does not have lots' of money to build and to maintain this website.

What's the best solution for her?

Many teachers at my daughter's school use TeacherWeb. It costs $39 a year. You get to customize their basic set-up. Apparently it's simple enough for non-computer people to use. Of course, it looks pretty lousy, but this doesn't generally matter.
