tiles and javascript navigation bar problem

Hi

I have a javascript menu taken from http://www.dynamicdrive.com/dynamicindex1/chrome/index.htm. When I incorporate this into my struts tiles app I am just getting the links from the htm file displayed in the header and none of the javascript is working. The following is my tiles.xml

    </definition>

</tiles-definitions> 

I have placed demo.htm, the chromejs folder, the chrometheme folder and down.gif all in the jsp folder. I know this isnt the correct place to put them but I am just trying to get the menu bar running at the moment.
