It's like a train wreck that I can't stop looking at. I was digging through the HTML last night, and the more I looked, the worse it got. As Katrina suggested above, it does appear to have been created in MS Word.
So now that I'm at work (on a Windows machine ), I checked this in IE 6, and it actually looks okay. It's still ugly, but at least the links work and elements aren't covering each other.
Interestingly, their domain is registered to some sort of "investment group." I can't say this instills confidence. According to Wikipedia - Usage share of web browsers, IE's share was at about 72%.
