Error Loading Applet not able to find the root cause.

We are facing this issue for a particular user profile ,if some other user logs into the same machine the applet is able to load.

currently there are two workaround for the issue
1) recreate the user profile .
2) Uninstallation and reinstallation of JRE is also solving the problem.

basically there are two jars which are not getting dowloaded.

but not able to find the root cause

any inputs regarding this would be of great help.
