I want to make a utility for my website i.e. when a user came on my website then I should be able to chat with him live by sending chat invitation window.
Is there any Java API, tutorial, example or docs?

You can do this either with an applet, or with plain old HTML in combination with JavaScript.
I think you'll have more success in the Java in General forum for now, so I'm moving this thread there.
