netbeans cant run the project on tomcat MacOS

Hello,

I Installed and removed Netbeans 6.7 (full package with glassfish and tomcat) few times on MacOS and now whenever I install it, the Tomcat package is not there anymore so I decided to install it manually and provide details into netbeans.

I installed apache-tomcat-6.0.20 in /usr/local provide account that im logged in the rw permission to whole apache directory and modified tomcat-user.xml (file content provided below) then i added /usr/local/apache-tomcat-6.0.20 into netbeans tomcat 6.0 configuration and also provided tomcat/tomcat account details to start the server. When I Run the project in netbeans it start apache tomcat correctly however than it asked be for manager authorization I noticed that Im also unable to open Tomcat Manager on the default http://localhost:8080/ using tomcat/tomcat account. Im starting apache tomcat from Netbeans application. I restarted apache tomcat after every change and also restarted MacOS once.

and here is the exact error that im getting:

Caused by: java.lang.IllegalStateException: Access to Tomcat server has not been authorized. Set the correct username and password with the "manager" role in the Tomcat customizer in the Server Manager.
