Can we design one EJB which can be used in local & remote (env.)?

I did not quite get your question. But in theory it is always a single EJB with different component interfaces / business interfaces which are Local, Remote or Webservice accessible.

So the answer is yes you can define multiple interfaces for your EJB which could be local or remote.
