Struts problem, help!!

I tried to follow the instructions posted on http://www.javaranch.com/newsletter/Mar2002/struts.html
to test out a sample struts application but I am running into a problem.
Below is the output I receive when I run the URL http://localhost/struts/jsp/LoginView.jsp

Has anyone seen this problem before and know how to correct it?

Is the struts.tld file in the correct directory? It should be in tomcat/webapps/struts/WEB-INF.

Where can I find struts.tld? It was not included in the package i download that was part of struts1.1b2. I see struts-html.tld or something along the lines, but this isn't it is it?

Strange... the struts.tld is in the release version but not in the beta version. Perhaps you need to install the release version first?
