The javax.xml.soap package appears to be present in SAAJ individual download as well as JDK 1.6.

Is it the same, and if not what is the difference?

I agree. Here's the link: http://ej-technologies/jprofiler - if it wasn't for jprofiler, we would need to run our stuff on 16 servers instead of 3.
