login authentication

when I am using j_security_check , j_username and j_password, how do I get these functionalities in my application ? Where can I download them from ? Are they part of some API ? which API ?
what kind of framework do I need to use these functionalities ?

All the required authentication mechanism will be provided by the Tomcat server Itself. No need to download any other things.
