login authentication

when I am using j_security_check , j_username and j_password, how do I get these functionalities in my application ? Where can I download them from ? Are they part of some API ? which API ?
what kind of framework do I need to use these functionalities ?

All the required authentication mechanism will be provided by the Tomcat server Itself. No need to download any other things.

You also need to declare in DD that you are using form based authentication as following

<login-config>
<auth-method>FORM</auth-method>
<form-login-config>
<form-login-page>/loginPage.html</form-login-page>
<form-error-page>/loginError.html</form-error-page>
</form-login-config>
</login-config>
