Dependency Injection: legacy code refactoring

There is significant legacy code in existence that would benefit from dependency injection. What approaches do you find helpful when needing to revise old code? Package by package? Utility classes first? Primary classes first?

Domain Layer first, and then Application Layer (Domain-Driven Design).
