can somebody tell me whats the best way to do this?
i'm thankfull for any solution

The easiest way is to download the struts-blank.war file, place it in your webapps folder.
This will deploy a "shell" struts webapp with only the required .jar files and a simpl, struts enabled,
JSP
file.
