Axis2- Enabling Admin service

Hi,
I am working Axis2 with
Tomcat
5.0.28. I am facing same problem in enabling Admin service, please can any one help me.
I tried with below URL and received “Requested resource not found!”
http://localhost:8080/axis2/services/AdminService?wsdl
when i execute below command
java
-cp %AXIS_CLASSPATH% org.apache.axis.client.AdminClient -lhttp://localhost:8080/axis2/services/AdminService E:\Rajesh\learning\webservice\WS-Sample\src\org\logica\wssample\ws\generated\deploy.wsdd
I get error
faultString: The service cannot be found for the endpoint reference (EPR)
http://localhost:8080/axis2/services/AdminService
