Logging in struts

Hi folks,
I'm new with struts (1.1.b3, Tomcat 4.1.18) and try to do some logging with CommonsLogging and log4j but it doesn't seem to work.
I put the (correct) commons-logging.properties and log4j.properties in WEB-INF/classes but there is no log-file (from log4j appender) created.
In an application the same properties work fine.
Where do I have to put the properties? Or is there a possibility to see commons-logging simpleLog output somewhere? I don't see it on console nor in tomcat-logfile.
