how to handle different charset with ProcessBuilder?

I am trying to execute the a command using process builder. But that command is having some Japanese Character. So it is executing the command but result is not as expected.

command i tried : 1) echo 拝見 マイクロエレクトロニクス 2) mkdir "d:\test\拝見 マイクロエレクトロニクス"
OS: XP SP2

result: some chunk char are getting displayed.
