I think there are many other languages and technologies that would get their own forums before PHP would. We have no forum for C#, for example, or C++ for that matter. Or ASP.NET, or VB.NET, or PowerBuilder, or SmallTalk, or Lisp, or many other things that some sizable chunk of people use in production apps. Considering all the possibilities, PHP doesn't seem like the next logical step for the Ranch.
Its a secret, but a while back, the domain name was changed drom Javaranch.com to www.coderanch.com
I assume that is to leave open the door to other languages.
IMHO, having this be a special place for Java and other JVM languages is great. It makes it special, and the folks here on the ranch are both very knowledgeable and helpful.

I am also assuming like Pat that, this site was Javaranch.com before, so may be Paul might wanted to keep only java environment.
General tip: the best way to get a new forum is to start posting about it and develop a following. Once we see many people participating, we are much more likely to create a forum.
We have an "other languages" forum that a few of the existing forums (Ruby, etc) sprung out of.
