html:select and the titleKey attribute

It was my understanding that if I put a titleKey attribute into my select tag then i'd get a title. eg

should give me something like

but it does not. I just get the popup with male and female options and male preselected.
is there a special trick to this, or is this yet another struts bug?

JSF / Jini / Javaspaces / JDO - all rock in my opinion.
