anyone know what is needed?

i have contacted the icann but without any feedback

What is that? A quick Google search comes up empty. Do you mean "accredited registrar"? If so, the ICANN web site can probably point you in the right direction.

As @Ulf asks, what exactly do you mean?

There are a fair number of companies that wholesale domain registration services, so you can offer your clients that in addition to designing a great website, you can handle the domain registration for them.

There is not a lot of margin in the business, unless you plan to be the size of godaddy, Networksolutions, etc.
