I am new to JSP&servlets technology. I would like to ask You what should be installed to test source codes for SCWCD exam.
I have already installed Tomcat. Should I install J2EE application server?

An app server is not necessary - Tomcat is sufficient.

So where can I find libraries - API for Java EE?
I can only find that application server.

Go into the lib folder of your tomcat installation. It contains all the Java EE libraries (needed for compilation). Namely the most important are jsp-api.jar and servlet-api.jar (important in the sense they are needed for compilation of basic web application examples)...
