Which "should" be used? That depends on many factors, most of which aren't technical.
On the technical side, Struts 2 wins hands-down--perhaps looking at some of the Struts 2 documentation would give you a laundry list of reasons why it's easier to develop under Struts 2 than Struts 1.

I actually asked myself the same question earlier this week when starting a new project. I have used struts 1.2.9 and chose to continue to use it since its already integrated into my netbeans (v 6.0). Saves me a lot of trouble setting up ANT etc... Is struts 2 integrated into some netbeans version too?

I don't know what you mean by "integrated in", and I'm not overly familiar with NetBeans. Even without integration, Struts 2 is so much cleaner than Struts 1 that there's just no contest for modern development, no contest at all. The thought of using Struts 1 again, considering all the great alternatives out there, is to painful to contemplate. Struts 1 was good for its time, but development methodologies have moved on.

Struts 2 is so much cleaner than Struts 1
but how to tell that, everyone is having different information. even struts website is not taking any particular side except that struts 2 has more support for future.
