Unable to Configure struts-example app for WAS3.5 Fix Pack2

Hi All,
I am trying to configure Struts in WAS3.5.2 .
I did exactly what is suggested in the Struts Web Site and when i tried the URL http://localhost/struts-example
I am getting the following Error.
Error 503
