Struts 2 Select tag - dynamically add to the list

I have an app that does photo uploads
For each photo that is uploaded, the name of the photo appears on the screen with a drop down box
The drop down box is a list numbers. The order of which ti show the pics

So for each file uploaded I want to increment each list for each dropdown box by one

This is how my dropdown boxes are decalred. In thinking of just using a text box now where the user can just type in the number

Personally I'd use a sortable list, and there are a ton of JavaScript implementations out there.
