How to know about MessageResources.properties file?

How can I be assured that my application is getting MessageResources.properties file residing in WEB-INF directory from an Action class?
Actually in my application MessageResources.properties file is under WEB-INF directory, and in my-struts-config.xml file it configured as below.
<message-resources parameter="MessageResources.properties" null="false"/>
But I think application is not getting it from Action class.
Thanks in Advance,

<logic:notPresent name="org.apache.struts.action.MESSAGE" scope="application"> <font color="red"> ERROR: Application resources not loaded -- check servlet container logs for error messages. </font> </logic:notPresent>
