1) Write your applet
2) Open the file which extends the JApplet
3) Right click->Run as applet

can i create a project java project or tomcat project? if it is java project where i have to put html file?

Why do you want to use the HTML file at this stage?
Usually you will develop an applet with pure Java code, bundle it in a jar and just reference it in your html. For development purposes you do not/should not use the html at all.
