SEVERE: WSSERVLET11: failed to parse runtime descriptor: javax.xml.ws.WebServiceException: Not a primary WSDL=jndi:/localhost/07_11_ws/WEB-INF/wsdl/emp.wsdl since it doesn't have Service {http://targetNameSpace.com}empService.
