Strut-blank.war is not RUNNING

i installed tomcat 4.1 and place the war file (strut-blank) in webapps of /%tomcat_home%/
when opening http://localhost:8080/strut-blank
following exception occurs-----
org.apache.jasper.JasperException: org/apache/commons/logging/LogFactory
at org.apache.jasper.servlet.JspServletWrapper.service(JspServletWrapper.java:254)

root cause
javax.servlet.ServletException: org/apache/commons/logging/LogFactory

at org.apache.jasper.runtime.HttpJspBase.service(HttpJspBase.java:137)
at javax.servlet.http.HttpServlet.service(HttpServlet.java:853)
at org.apache.tomcat.util.threads.ThreadPool$ControlRunnable.run(ThreadPool.java:619)
at java.lang.Thread.run(Thread.java:479)
