how to share a schema?

Hi, if there are two schemas that are almost same except namespace, Is there a way to define two schemas to share a common schema?

<xsd:include schemaLocation="c.xsd"></xsd:include>

<xsd:schema ... targetNamespace="http://b.com">
<xsd:include schemaLocation="c.xsd"></xsd:include>


Is there a way to do so?
